The four terms functional separation, building use regulations, block coring and noise protection are closely related both in terms of time and subject matter. The background to the terms is explained below.

Based on the Charta of Athens and the promotion of functional separation, the four topics all pursue the same goal: healthier, better living space, preferably separated from industry with fast access to commerce. Today's criticism of the issue shows that this separation was far too much in focus and that society and public life are developing in a different direction. The laws are still too focused on the separation of functions. Traffic and the associated infrastructure are creating a city of long distances, which is to be counteracted with the help of densification, for example.

Die vier Themenbegriffe Funktionstrennung, Baunutzungsverordnung, Blockentkernung und Lärmschutz hängen sowohl zeitlich als auch thematisch eng zusammen. Im Weiteren werden die Hintergründe der Begriffe erklärt. 

Basierend auf der Charta von Athen und dem Vorantreiben der Funktionstrennung, verfolgen die vier Themen alle dasselbe Ziel: gesünderer, besserer Wohnraum, am liebsten getrennt von der Industrie, mit schnellem Zugang zum Gewerbe. Die Kritik heute zu dem Thema zeigt, dass diese Trennung viel zu sehr im Fokus stand und die Gesellschaft und das öffentliche Leben sich in eine andere Richtung entwickeln. Die Gesetze sind noch zu sehr auf die Funktionstrennung ausgelegt. Der Verkehr und die damit verbundene Infrastruktur erzeugt eine Stadt der weiten Wege, mithilfe von beispielsweise Nachverdichtung soll dem entgegenwirken.
